changing status of autosuspend usb devices completely disables them.

Bug Description

I'm really concerned with ubuntu power consumption and have done everything in ubuntu help pages corresponding power optimization. that included running pm-powersave and powertop. I also had some problem with my external HDD and usb devices not being even seen by OS. just turned out when I change their status in powertop Tunables from good to bad, they start working again!
the entry starts with Autosuspend for USB device ....

I'm using Ubuntu 16.10

the output of "apt-cache policy powertop" is:
powertop:

I expected the autosuspend to intelligently disable devices if not used for a while (like 3 min at least) and also activating them again as soon as they are required...

But it just deactivate all my USB Ports. at least should be warned in

Marking as Invalid because the release is EOL is not correct. Marking as Incomplete. Also, 18.04 is (at the time of writing) still in development, and you should expect some breakage.
