pcbnew: lock layer checkbox

Bug Description
It will be good to have lock layer checkbox (like layer hide/unhide) in Visibles->Layer area.
If lock enabled this layer elements isn't possible to select manual or with block selection.
Only rendering to window.
It is usefull for unintentionally select and modify some layers (drawings, routing layers).
And it will be usefull to add option:
All layers lock except current.

Eldar, I proposed the same to your #1671568 report. It's considered an important wish, but I think it requires serious modifications, so it only may be seen in the far future.
