Bug Description
It will be good to one can move to another layer selected items.
Now it is possible swap full layers

For some definitions of "selected items" you can do this in 5.1 with Edit Track & Via Properties... and Edit Graphics and Text Properties....
For all definitions of "selected items" we'd need a property inspector. (I'm therefore marking this as a duplicate of the property inspector.)
