rdo-release package in the image breaks upgrade jobs

Bug Description
All TripleO upgrade jobs fail on this error:

It's because rdo-release package is now deployed (since yesterday I believe) on the Infra images, which means we try to deploy Newton packages while rdo-release-ocata is deployed.
We need to purge this package in all our CI jobs to make sure we can rely on our local mirror.
Note: we already remove this package in Puppet OpenStack CI and it works well.
