SL-UI - Need to pin horizon version in test-requirements

Horizon is installed from horizon-master.tar.gz in all stable branches; needs pinning to horizon-stable-<branch>. Newton tests are broken on this.

    Use stable/newton horizon ver in test-reqs

    Use horizon:stable/newton in test-requirements. horizon-master has
    some incompatible library versions.
    Adds upper-constraints to tox.ini

    Use stable/ocata horizon in test-requirements

    Install horizon:stable/ocata instead of horizon:master for tests now
    Ocata is released.

    Adds upper constraints pin to tox.ini
