11.0 community and bvt jobs: Couldn't build ubuntu bootstrap image

Two failed jobs:

with message:

Ubuntu bootstrap image wasn't built and activated! See logs in /var/log/fuel-bootstrap-image-build.log for details.

The cause of this fail is that URL http://127.0.0.1:8080/ubuntu/x86_64/dists/mos10.0/Release returns 404.

we do not have versions bumped, so we have 10.0 in release configuration. version bumps are handled with different commits, so we just need to build ISO with mos10.0 until these commits are merged
