Bug Description

Detailed bug description:
 When DPDK is enabled on specific NIC, either Intel I350 or 82599ES, it reports error: cannot load driver module.

Impact:
 Node can't be deployed
Description of the environment:
 Versions of components: MOS 9.2
Additional information:
 (/Stage[main]/L23network::L2::Dpdk/Service[dpdk]/ensure) ...fail!

There is not enough information in snapshot.
mos9.2 should use dpdk 16.07 and kernel 4.4 but we can see dpdk 2.1 in dpdk.log. Something apparently wrong here.
Unfortunately, it's too difficult to understand what's going on without having access to affected environment.
Moving to incomplete and assign to @ekozhemyakin - he's trying to get access to this env. Evgeny, please ping me PM when you've got access.

Moving to "Invalid" for newton and ocata releases until we have confirmation it's affected MOS 9.2 at least.
