Vrouter agent should report 'no configuration for self'

@haripk @pmiriyala debugged a system today for a while with @abhayj in which system was mis-provisioned with virtual-router config object having hostname as
```server1```
but
```hostname -f```
on the system was
```server1.domain.com```

We finally corrected mis-provisioning and got things to work but leads to following request for enhancement:
1. contrail-status for vrouter-agent should have mentioned 'no configuration for self' similar to have control-node reports if it doesn't find its own configuration.

Send Agent configuration status in NodeStatus UVE

If global-vrouter-config stanza is not downloaded to agent yet, send a
message as “No configuration for self”
