    Enable vars resolution in cells and regions

    We were only using resolved vars in hosts/devics.
    However, given the new structure where we have a
    cloud -> region -> cell -> host ... it makes sense
    to have top level vars on cloud level. This patch
    therefore enables variable resolution on regions and
    cells now.
