[3.2-25] UI, Default admin security group is not getting displayed for the port in newly created project

Bug Description
Steps to repro:
===============
1. On a fresh setup Create a new project 'project1' on openstack.
2. Create a network under this project. Then create a port under this network. While creating the port try to select the admin default security group. But in the list it is not getting displayed.
But If we gone to the admin project and select the project1. Now we can able to the default admin security group. This issue is seen for demo security group as well.
