Forces a reboot when changing language

It's currently impossible to change the UI language without rebooting. In a desktop scenario logging out and back in should be enough.

The wizard doesn't even require that, instead it restarts the session services (indicators, maliit etc.).

It'd be nice if the Settings app allowed to do that, or defer the reboot, informing the user that the change will only apply to newly started applications.

Currently various aspects of unity8 and related services are based around upstart, which isn't accessible to system-settings (without a bit of hacking) due to it being started by systemd. So our current plan is to hold off on this until the unity8 migration to systemd is completed.
