ppa-purge package should require aptitude

Bug Description

When ppa-purge is installed, aptitude appears as a suggested package. But it should be required, not suggested, because when trying to remove a ppa, ppa-purge fails:

/usr/sbin/ppa-purge: line 191: aptitude: command not found

This is more a packaging issue.

Happened in Lubuntu 16.10, kernel 4.8.0-39-generic.

ppa-purge does not always use aptitude, only in certain problem cases. My branch does not require aptitude at all. Please test, if your purging task can be done by the script in the proposed branch.
