link loop between install and configure pages

Detailed bug description:
Starting from https://docs.openstack.org/developer/fuel-docs/userdocs/fuel-install-guide/install/install_install_fuel_master_node.html#install-install-fuel-master-node if you click the final link "Fuel setup configuration" it takes you forward to https://docs.openstack.org/developer/fuel-docs/userdocs/fuel-install-guide/install/install_set_up_fuel.html#install-set-up-fuel
On that page, if you click the final link "Install the Fuel Master node" it takes you back to the first page.

Steps to reproduce:
Browse to https://docs.openstack.org/developer/fuel-docs/userdocs/fuel-install-guide/install/install_install_fuel_master_node.html#install-install-fuel-master-node then click the final link, then click the final link on the subsequent page

Expected results:
Natural progression through the documentation.

Actual result:
Jumping back and forth between two pages.

Reproducibility:
Always.

Workaround:
Use the navigation links to the left.
