Bug Description
I tried to bootstrap juju 2.1.0 against a Liberty OpenStack cloud, using identity v2, deployed by the OpenStack charms. It has two networks, an internal and an external, and I have successfully allocated external IPs on many networks.
There are two AZ's, internal and nova. The compute hosts are all on the nova AZ.
Here is the bootstrap output:

It's possible this is only happening on liberty - I need to look at more test runs to see if that's true.

Please confirm if it's only happening on liberty.
Also, does it happen if you explicitly specify correct AZ at bootstrap?
