Bug Description

Fuel 10.0 build#1405

Steps to reproduce:
            1. Create new environment
            2. Choose Neutron, Vlan
            3. Add 3 controllers
            4. Update nodes interfaces
            5. Provision 3 controllers
               (fuel node --node-id x,x,x --provision --env x)
            6. Execute rsync_core_puppet task on second controller
               (fuel2 graph execute -e x -t default -T rsync_core_puppet -n 2 --format json)
            7. Deploy controller nodes
               (fuel node --node x,x,x --deploy --env-id x)

Observed behavior:
Deployment has failed. All nodes are finished. Failed tasks: Task[primary-rabbitmq/1], Task[conntrackd/3], Task[conntrackd/2] Stopping the deployment process!
