openstack-heat-agents package is not installed during Newton->Ocata upgrade

Bug Description

In order to skip the preupgrade validations we need the following patch[1] which is delivered by the openstack-heat-agents package. This is not installed in the Newton images so I think we should install it during upgrade.

    Install openstack-heat-agents on upgrade

    This package wasn't installed in the Newton image and we need to
    install it during upgrade to be able to skip preupgrade validations.
