Elliptical arc start and end angles

The elliptical arc tool draws incorrectly when a start and end angle are given.

The screenshot shows an example. The desired elliptical segment with a starting angle of 45 degrees should line up with the diagonal guide.

to the best of my knowledge this behavior is deliberate. The angle that is reported in the gui is the angle that you would see if you rescaled the ellipse to be a circle. So for example if you draw a circle and set the angle at 45 degree, then it will show up as 45 degrees as expected. But if you now expand the x axis by a factor of two, the angle will no longer be 45 degrees. Instead you will see that the tangent of the angle is precisely 2 as a result of the rescaling.

Philip, do you have a suggestion how to improve the hover text? (and which one?)

The hover text over 'Start' and 'End' in the screenshot, i.e., when the circle tool is selected. Perhaps they could be improved by adding a sentence to say 'Angles are only correct for circular arcs and segments.'?
