zesty beta1 does not have xserver-xorg-synaptics so my touchpad mousewheel does not work

To reproduce boot a live session of lubuntu 17.04 beta 1 and try to use the mousewheel on a synaptics touchpad. Then try using the mousewheel along the side of the laptop to scroll. Nothing happens since the driver is not installed.
