vxlan networking setup does not use zuul cloned repos

Bug Description

In tripleo-quickstrat-extras, the files toci_vxlan_networking.sh and toci_vxlan_networking_multinode.sh.j2 do git clones of tripleo-ci, devstack, and devstack-gates. These new clones are then used to do the vxlan networking setup (afaict), instead of using the clones that were prepared by zuul under the workspace in ci (/opt/stack/new).

This means that patches to those repos are not covered during the vxlan setup.

it's possible this was done because there are also git clone of these repos in tripleo.sh for the vxlan mulitnode setup, and that behavior was copied. But in the tripleo.sh case, the repos are only cloned if they don't already exist under $TRIPLEO_ROOT, which they will when running under CI jobs. I'm not sure oooq is honoring that same logic.
