compiz makes thousands of system calls per second on an idle system

Bug Description

Killed all running applications. strace the compiz process. grep the resulting log for DRM_IOCTL system calls:

Up to 12990 system calls per second on system running an idle desktop is insane. This has to be extremely bad for power usage.

Marking as Invalid because the release is EOL is not correct. Marking as Incomplete. Also, 18.04 is (at the time of writing) still in development, and you should expect some breakage.
