Update to OpenCL 1.2 or 2.0

Bug Description

Currently, only openCL 1.1 is supported but 1.2 is required by many new programs coming out and 2.0 is already out. Can we get this upgraded? It's affecting things downstream like the amdgpu graphics driver which is affecting all the programs that use the GPU.

libclc doesn't support other than 1.1

Uh, you should talk to libclc upstream then, the project only supports 1.1 right now. There's no version available that supports 2.0...
