[RFE] Support Neutron Routed Networks in Heat

Bug Description

Neutron has added support for Routed Networks, but Heat does not yet support the required objects to deploy routed networks. At a minimum, we will need to add ``OS::Neutron::Segment``, which represents layer 2 segments, and the ``OS::Neutron::Network`` will be updated to support the ``l2-adjacency`` attribute, ``OS::Neutron::Subnet`` and ``OS::Neutron:port`` would be extended to support the ``segment_id`` attribute.

Dear team, we already have a blueprint about this, would be great if all can help to write spec or implement for it.
