Short-cut dependent on keyboard layout

Bug Description
The short-cut for path effects is Shift+Ctrl+7
Well, apparently it depends on the keyboard layout and/or language settings
EN: 6 -> ^, 7 -> &
DE: 6 -> &, 7 -> /
I don't know about FR, IT, ES, or others...
So, to be correct for different keyboard layouts it actually should say "Ctrl+&", right?
But then the short-cut for "Paste Path Effect" is still Ctrl+7 or Ctrl+6 ?
It would be good to remove such inconsistency.
