Restrict snap publication to non-stable channels

Bug Description

The Launchpad builders should not allow publishing to a stable channel. We don't want automated systems releasing into stable.

If this occurs, it will make snap package releases more difficult for users of lp builders. I imagine folks will build the snaps with launchpad, then have to download each one, and then upload themselves? What is the intended practice for using lp builders?

I get not wanting to let folks shoot themselves in the foot, but I'm curious why this feature needs removed.

No, not at all. The intent is that LP releases to edge automatically, and that developers then promote those builds to more stable channels once they've been tested; that doesn't require reuploading, just "snapcraft release".

Will beta channel remain? If folks are like myself, edge is just tip and really unversioned -- it will never release. Beta and up we'd seek to roll builds down for releasing.
