[ostf] Improve services state check

Bug Description

We should improve debug logging of services states during ostf sanity test.

https://github.com/openstack/fuel-ostf/blob/stable/newton/fuel_health/tests/sanity/test_sanity_infrastructure.py#L64-L66

It will be great to return and print full info, not "True", but list of down services.
