Add support for scheduler hints:

usage:
nova boot --meta powervm:scheduler_hints='{"host_aggregate_id":"22"}' --image testpvc132 --flavor resize-from --nic net-id=f958e1fa-e548-4f99-88d8-0e0b20c6253b test3
