[En,Dis]able pins and pads visibility separately

Bug Description
It is often the case that you want to turn off the components to make it easier to see the inner layers while routing. However, if you turn off the pins and pads, you will get no indication that there is a through/hole at a particular location making it easy to accidentally route something directly though it and create a short.
If pins and pads were able to be turned off separately, then you could turn off the pads to make it easier to see while routing inner layers, but still be able to see where the through holes are.
I see two quick possibilities here: Have pins/vias be turned on and off together and pads be its own thing, or create a new "layer" entry to turn pins off separately from pads.
I think that the "right" way to solve this will involve reworking layers... but until then, I think I'm going to try change it so that pins/vias are enabled/disabled together and pads are separate.
