Bug Description

nova-manage cell_v2 simple_cell_setup expects all nova-compute is up and running.

But in ironic env deployment, the compute nodes info will be always empty until ironic node is create. There are also some cause that user just want deploy without any nova-compute.

So deployment should not failed when there is no host in compute node table.

I also create a nova bug for this and try to fix this in upstream[0]
