stable/newton 3.0.2 - gnocchi not configure correctly for ceilometer

Bug Description

On a brand new installation, setting the configuration in globals.yml:

enable_gnocchi: "yes"
ceilometer_database_type: "gnocchi"
gnocchi_backend_storage: "{{ 'ceph' if enable_ceph|bool else 'file' }}"

Ceph is up an running and so is gnocchi and ceilometer but ceilometer gets 504 gateway errors and cannot get any stats gathered by gnocchi. Only seems something in ceilometer is trying to talk to mongo still? Logs below.

it is weird. there is nothing in ceilometer, which related to mongo. and it still try to connect localhost. Seems there are some default value in ceilometer.conf. But i failed to find it.

Agreed, the only thing I haven't tried is maybe ceilometer needs mongodb regardless? But I sort of highly doubt that. Unless it needs a separate indexer when using gnocchi backend and defaults to mongo.
