OpenDaylightConnectionProtocol is not set when deploying Opendaylight without OVS

Bug Description

OpenDaylightConnectionProtocol is currently only set in opendaylight-ovs service, this works fine when Opendaylight is deployed with OVS. However, when Opendaylight is deployed without OVS, puppet-tripleo will report hiera look up failure for opendaylight::nb_connection_protocol. This parameter should be set in opendaylight-api, as it is needed for all opendaylight deployments.

Add OpenDaylightConnectionProtocol parameter to opendaylight-api service

    OpenDaylightConnectionProtocol is currently only set in opendaylight-ovs
    service, it needs to be set in opendaylight-api when Opendaylight is
    deployed with another vswitch like VPP.
