amulet test needs required neutron network-service relation

The amulet test for nova-compute-proxy needs to have a new relation added to satisfy a required relation.

neutron-gateway/0 blocked idle 1.25.10 5 172.17.112.122 Missing relations: network-service
nova-cloud-controller/0 active idle 1.25.10 6 8774/tcp 172.17.112.123 Unit is ready
nova-compute-proxy/0 blocked idle 1.25.10 7 172.17.112.126 Missing relations: neutron
