Balance report does not include accounts with no transactions

Bug Description
This bug was found using the pre-release version of 5.1.4 and confirmed using version 5.1.3.
Operating system is Ubuntu GNOME 16.10 for 5.1.3 and Xubuntu 17.04 for 5.1.4.
For each account that I have the Balance report seems to work correctly and the final balance agrees with what is shown in the accounts window. If there have been no transactions since an account had been opened or between the dates in the date filter then no transactions are shown. That is what I would expect to see.
But if I select *all* accounts with *entire range* for the date filter then the opening balance of an account with no transactions is not included in the report.
As an example, I have one account with let's say £1000 in it. No transactions since the account was opened. The Balance report for all accounts and for all dates will show a final balance of £6,300.00 but the Accounts window shows a Grand total of £7,300.00.
If I add a transaction of £10 to the account then the balance report and Grand total now show the same amount, that is £7,310.00.
