kolla-ansible tries to restart containers while genconfig

when running master kolla-ansible genconfig it will trigger handlers to restart containers too, this shouldn't be the case.

Which services trigger the handlers, almost all services but chrony have "when: action != config" check to avoid handler execution. Handlers are triggered but not executed.
Is this your issue or something else?

@Michał, are you still facing this issue. I've not seen this for a while. This bug is marked as critical but nobody else complained about it.

    Fix haproxy restart while genconfig

    At this moment haproxy config.yml notifies
    handlers that are not skipped when running
    genconfig
