Add the ability to request sorted response data

Requests such as GET /v1/hosts do not offer the option to return sorted data. Some of the work on the 'Paginating List Resources' blueprint [1] seems to be adding parts of the solution but the purpose of that blueprint is not specifically to address that issue.
