[master][BVT] ceph-osd task fails

bvt_2 job on master branch constantly fails with error:

AssertionError: Task 'deploy' has incorrect status. error != ready, 'Deployment has failed. All nodes are finished. Failed tasks: Task[top-role-ceph-osd/1], Task[top-role-ceph-osd/2], Task[top-role-ceph-osd/4] Stopping the deployment process!'

In puppet.log:

 returned 1 instead of one of [0]

Looks like commit https://review.openstack.org/#/c/420992/ broke BVT on master
