Creating user failed when doing console-conf for raspberry pi3 device

I am now using the following raspberry pi3 software at:

ubuntu-core-16-pi3.img.xz 2017-01-26 20:29 316M

During the console-conf, in the last step, after I input my email address, it waits for a long time, but it finally times out. The error message is as follows:

I have tried different images (Nov, 3rd), and flashed many times. The result is the same. I cannot get my device configured.
