Add easy BMC console access to MAAS

Every so often users need to directly access the BMC of a node. The commands to connect to a BMC console are often obscure and hard to remember. Additionally the BMC requires credentials which the user may not have easy access to. MAAS already connects to the BMC directly, it would be nice to be able to access the BMC console through MAAS. For example

maas <profile> machine <system_id> bmc-console

Would forward data from the BMC, to the rack, region, and finally to the user allowing full console access. Credentials would be pulled from MAAS and MAAS would have the knowledge on how to interface with each BMC console type.

A simpler version of this could just display the command, with credentials, to access the BMC. Another idea would be to make maas-rack a wrapper around the console command which gets the credentials from the region.
