secondary screen above the primary screen - can't maximize windows well

Bug Description
Hi,
When configuring the primary screen to be below the secondary screen, and the secondary screen has higher resolution than the primary screen (as in the setup shown in the attached photo), with all screens horizontal, maximized windows in the secondary screen don't use the whole screen. They only use the space they don't "overlap" with the primary screen (as shown in the same photo, with Scratch maximized. As well, you have limitations on how far you can move a window that's not maximized (the Dispays Settings window is as far left as it can be dragged).
OS: Loki 0.4, with all updates until 02/13/2017
