[UI] There is ability to upload invalid JSON for custom workflow

Bug Description
Fuel 10 #1338
Steps to reproduce:
1. Log in to Fuel UI
2. Go to 'Workflows' tab
3. Press 'Upload New Workflow' button
4. Select invalid file, e.g. not of json type
(You'll get 'Invalid JSON data' message and disabled 'Upload' button)
5. Input something to 'Type' or 'Name' input field
Expected results:
'Upload' button is still disabled, error message is presented
Actual result:
'Upload' button is enabled, no error message, workflow can be uploaded

Decreased priority to Medium as this issue doesn't break not deployed or operational cluster: uploaded workflow will include an empty task list and won't be launched on cluster.
