Bug Description
SM:centos:
1) Install SM R3.2build23 kilo
2) Reimage the target with centos71; Reimage successful
3) Provision the system with centos71 build 23 ; Provision gets completed successful
4) cli shows openstack dashborad as active, but the Openstack UI page did not load
