Migrate climate namespace to blazar in blazar-nova repo

Bug Description

climate namespace has been already migrated to blazar in blazar-nova repo.
However, there are still some remnants of climate.
e.g.:
- Filter name is still Climate Filter in nova.conf.example file[1].
- API extension imports climateclient package[2] which will be converted to blazarclient soon.
