CI: postci function fails to connect to undercloud in ovb-ha-oooq jobs

Bug Description

When ovb-ha-oooq job is finished, postci function starts to run and fail to connect to undercloud. Because of failed connections take a lot of time, it breaks jobs with timeout.

Overall job time is very close to CI timeout, we have a performance regression.

This doesn't seem to be a problem anymore. Closing the bug for now as we seem to have addressed this. Reopen if it's still a problem.
