Migrate climate namespace to blazar in blazar repo

All codes in blazar repository[1] uses climate namespace. Migrate climate to blazar, and needed to support climate for backward compatibility at least next release.

    Migrate climate namespace to blazar

    Although the Climate project was renamed to Blazar in 2014, the code has
    still been using the climate namespace.

    This patch moves all code to the blazar directory and allows users and
    operators to use the 'blazar' command namespace. The 'climate' namespace
    remains O release to allow users of Blazar time to move their own
    code to the blazar namespace, but will be removed in P release
    development cycle.

    Add namespace release note

    In O release, Blazar has moved all namespace from climate to blazar.
    This requires users of Blazar to revise their config files because of
    the namespace migration.

    This patch adds a release note about upgrade and deprecation, that
    climate commands and config values are supported in O but will be
    removed in the P release.
