Bug Description
Nothing prevents you from creating two or more layers
with the same name. I think this is wrong and must be
patched.

From the UI perspective, Inkscape should not get in a way
and pop up a warning dialog in this case, but automatically
append a string to the layer name.
GIMP does the right thing(TM) here.
