Bug Description
Our release process needs to honor https:/
This means fixes should be mark fix committed when we release development milestones, not before.
We should not mark bugs 'fix released' when we release a development milestone. Instead, when we release 2.1 proper, all the 'fix committed' bugs under 2.1 milestones should then be marked 'fix released'.
