Bug Description

Customers often need to support multiple clouds in a given project, so configuration aspects of a project can be shared between clouds.

This means that the logical hierarchy for Craton will now be

project -> cloud -> region -> cell (optional) -> devices

Variable overrides will continue to follow this hierarchy.

    Add Cloud resource before Region

    This patch includes the Cloud resource to allow
    for a project o have multiple clouds under it. This
    modifies the environment hierarchy to look like:
    Project -> Cloud -> Region (-> Cell) -> ...
