SM:centos:mainline3036:mitaka:Provisioning gets stuck at compute_started with errors in oslo_db.sqlalchemy.engines

1) Install SM mitaka mainline build 3036 ;
2) Reimage the target with centos72; Reimaged succesfully;
3) Issue provision with contrail mitaka centos package; observe that provision gets stuck with compute_started

4) Logs on the /var/log/messages show a loop of the following messages

reboot of the box, did not help the provision to complete;

This issue is there only in R4.0 not in R3.2, so marking R3.2 instance as invalid
