Bug Description
I noticed kolla-genpwd and other kolla tools are broken after a pip install. Having pip installable kolla-ansible is crucial, as things are today, the kolla-ansible deliverable appears doa.

Fix commands failing when installed from sdist
pbr was failing to find a correct version when kolla-ansible was
installed via 'pip install ...'
Thanks to dhellmann for the fix.
