Cannot remove a deployed subordinate charm in a failed hook status

Bug Description
Client: 2.1-beta5-
Controller: 2.1-beta4
1. deploy a principal
2. deploy a subordinate which fails during "install" hook
3. `juju remove-application' the subordinate
4. Still visible under principal as a subordinate with error in the CLI but on the web GUI it shows up as 0 unit with no relations (seems more accurate than the CLI).
Shouldn't you be able to remove at least "visually" a failed subordinate which hasn't event managed to enter start state?
