wish: show category in subcategory view of budget report

As of Homebank 5.1.3, the subcategory view of Budget report only shows subcategories and omits categories with configured budget.

It could be better to show categories with configured budget too in this view as long as there is no budget configured for its subcategories.

Example:

* Cat A -> -500 €
* Cat B
  * Subcat Z -> -100 €

Currently the subcategory view only reports the state for Subcat Z and reports a global budget of -100 € instead of -600 €.

the subcategory toggle to show subcategories only, what you suggest is maybe to have a 2 level display here.
the problem is when we go to graph
this requires some more though

Indeed, a view which lists the two levels could be fine for me

I would like this too, especially for categories that have no subcategories. One consideration is that this is slightly inconsistent with the Statistics report in which sorting by subcategories *does* also display categories.
